Richard (Rich) Foster has been appointed as the new corporate Vice President, Canada Operations, for L-3 Canada. Rich will be reporting directly to the Senior Vice President of Business Strategy, David Van Buren, and will work out of the Ottawa office. 

Replacing Peter Gartenburg, who has retired, Richard will provide a focal point for conducting business in Canada for the L-3 team. He will also assist in developping opportunities abroad. 

Richard joins L-3 Canada after 35 years of distinguished service in the Canadian Armed Forces where he most recently served as Deputy Commander of the Royal Canadian Air Force, retiring at the rank of Major-General. Richard was responsible for the corporate oversight of a $3.1 billion budget, including the management of more than 15 aircraft fleets, 20,000 employees and major procurement initiatives. He has extensive experience with inter-government, industry and international relationships. He was appointed Commander of the Order of Military Merit by the Governor General of Canada for outstanding meritorious service and demonstrated leadership in duties of great responsibility.
Richard holds a Bachelor of Mechanical Engineering degree from the Royal Military College of Canada, and a Master of Business Administration degree from the University of Ottawa. He is a graduate of the Canadian Forces Command and Staff College and the National Strategic Programme in Toronto.
